The 10 kV fiber‑optic communication access network construction in the Sanming area is not a single large project, but rather a collection of technical pilots and upgrade retrofits carried out in recent years. The development shows a clear technological evolution path: from Youxi County achieving Fujian Province's first wired fiber‑optic communication for pole‑mounted circuit breakers in May 2024, to Jianning County building the first three‑layer network architecture distribution grid in June of the same year, and then to Shaxian District taking the lead in deploying large‑capacity OTN transmission equipment in March 2025. This process has been strongly supported by the municipal government's policy on smart distribution grid upgrades, and has innovatively adopted a "fiber resource swap and sharing" model with telecom operators, efficiently consolidating the communication foundation across the entire region.
